Why mold is a building issue here
By the mid-1930s, almost 300 apartment buildings had gone up along the Grand Concourse, most of them five or six stories high. In 2011 the city designated a historic district from East 153rd to East 167th Street, home to the largest concentration of Art Deco residential buildings in the country, most of them built in the 1920s and 1930s.
Away from the boulevard, walk-ups dominate. Bronx Community District 4, which takes in Highbridge, Concourse and Mount Eden, counted 1,101 multifamily walk-up lots and 304 multifamily elevator lots against 736 one- and two-family lots, and it had 146,441 residents in 2010. Apartment buildings make up most of the district.
That makes mold a landlord matter. Local Law 55 requires owners of buildings with three or more apartments to inspect for mold every year and fix the underlying cause, and HPD sets deadlines by size: 90 days under 10 square feet, 60 days from 10 to 30, and 24 hours at 30 square feet or more.

In a stacked building, one leaking riser can put mold in several apartments. We map moisture floor by floor before anything is opened, so the owner fixes the riser once and we remove the growth in each unit in the same visit where we can.
Each unit gets its own record: the cause found, the repair, the area removed and the final readings, with photos. Owners use it to show HPD the violation was corrected, and tenants can see exactly what was done in their home.
